Orange County faced a number of barriers in implementing Complete Streets policies. Limited public funding and a lack of information or technical expertise meant that despite often applying Complete Streets principles in projects, specific policies weren’t being adopted by many Orange County jurisdictions.

We developed a suite of flexible policies and design guidance that could help address these issues, specifically tailored to suit the character, use, and capacity of all street types within the diverse transportation network of Orange County.

The output of our Design Handbook specified:

  • Design principles for street types

  • Technical guidance on street elements

  • Overviews of processes

  • Funding information

Steer led the delivery of the Orange County Complete Streets Initiative, enabling jurisdictions to create a transportation network that serves all users, regardless of mode of transportation, age or ability.
