Petticoat Lane Market is a historic street market in the heart of the London, located on the borders of the City and London Borough of Tower Hamlets. It is primarily a clothing market, and actually consists of two adjacent street markets on Wentworth Street and Middlesex Street. 

It has a current capacity of approximately 350 stalls but many of the pitches are unoccupied and the market is in decline. Moreover the area suffers from poor quality public realm and lack of amenity for both traders and visitors. However the area is extremely well connected and central to various attractions. New developments and businesses are increasing the intensity of activity - and the arrival of Crossrail (a major new rail) could further increase footfall. In this context, the improvement of the public realm quality was seen as vital to perception and success. A feasibility study was the first step towards delivering reinvigorated street and public spaces that support the market, local businesses, visitors and residents.

Steer, supported by AR Urbanism and Pritchard Themis lighting, produced a public realm design and strategy to reinvigorate the market area including interventions that:

  • Reinforce gateways to draw people in, capturing footfall from key transport hubs.

  • Provide a new civic space at the heart for events.

  • Add visual interest, creating stepping stones to encourage people into the area.

  • Enable flexibility in stall arrangements to respond to market evolution, including providing power and water supplies.

  • Increase level of comfort and amenity for all users (upgraded toilets, provision of seating and shelter; and improved accessibility).

  • Celebrate local identity and history.
