Culver City is developing its Transit Oriented Community (TOC) to allow people to drive less and walk, cycle, and take transit more, as a part of an initiative to transform Los Angeles into a unified TOC.

Steer and Johnson Fain developed a Visioning Plan to shift the focus from private inward real estate developments issues to a broader community driven urban planning and design vision.

Using Complete Streets and tactical urbanism techniques along Washington Avenue, the plan reallocates carriageway space for pedestrians and cyclists and proposes pedestrianised public spaces and greening within the new development.
